Problem

Ingartek developed for Eroski S. Coop a project to analyze and plan commuting patterns for several workplaces, aiming to meet regulatory requirements related to sustainable mobility and commuting.

Currently, such projects are gaining importance with Law 9/2025 on Sustainable Mobility and the implementation of Sustainable Commuting Plans (SCPs), mandatory for many companies and organizations with high mobility generation.

The project covered a total of 14 workplaces with very different characteristics, accessibility, and mobility patterns, requiring specific analysis and planning adapted to each environment.

The challenge

One of the main challenges was managing very different mobility realities within the same organization.

The 14 workplaces had distinct commuting patterns, accessibility, and needs depending on their location, schedules, and urban environment. While some sites had good public transport connections, others faced limitations in accessibility, cycling infrastructure, or heavy reliance on private vehicles.

Additionally, factors such as free parking availability, dispersion of commutes, and shift differences directly influenced employees’ mobility habits.

All this made it necessary to develop a specific analysis for each site and define measures tailored to the operational and mobility reality of each environment.

Mobility analysis and diagnosis

To carry out the project, Ingartek performed a detailed analysis of commuting patterns across Eroski S. Coop’s various workplaces.

The diagnosis was based on information from mobility surveys and specific analyses of each site, considering aspects such as:

  • Place of residence
  • Schedules and shifts
  • Travel times and distances
  • Transport modes used
  • Workplace accessibility
  • Available infrastructure in the area

This analysis revealed very different situations across sites and allowed defining measures adapted to the real mobility needs of each environment.

For example, some areas had good public transport connections, though with room for improvement in usage. In other cases, available schedules did not match work patterns, or cycling infrastructure was insufficient to encourage more sustainable modes.

Also identified were sites where proximity of employees’ residences offered real opportunities to promote walking, cycling, or shared mobility.

Proposed solution

Based on the analysis, Ingartek developed a Sustainable Commuting Plan (SCP) tailored to the needs and characteristics of Eroski S. Coop’s various workplaces.

The goal was to facilitate more efficient, sustainable, and viable mobility, considering both the characteristics of each environment and the organization’s operations.

Proposed measures included:

  • Promotion of sustainable transport modes
  • Improved accessibility and connections
  • Awareness and communication actions
  • Promotion of car sharing
  • Collaboration with authorities and relevant bodies
  • Proposals for improving public transport and cycling infrastructure

Additionally, a progressive action plan with monitoring and medium-term planning was defined to facilitate implementation and future evolution.

 

Project outcome

The project allowed Eroski S. Coop to gain a global view of commuting patterns across its workplaces and define a strategy adapted to the real needs of each environment.

The analysis facilitated the identification of improvement opportunities, planning of viable measures, and progressive implementation of actions aimed at more efficient and sustainable mobility.

Furthermore, the project enabled progress in planning and monitoring measures related to commuting, aligned with the new requirements associated with Sustainable Commuting Plans (SCPs).
